§ 2. The Ordinary, in full observance of the discipline of celibate clergy in the Latin Church, as a rule (pro regula) will admit only celibate men to the order of presbyter. He may also petition the Roman Pontiff, as a derogation from can. 277, §1, for the admission of married men to the order of presbyter on a case by case basis, according to objective criteria approved by the Holy See.
interesting, but the Byzantine Ruthenian Catholic Church in USA has a similar policy, but in reality they RARELY if ever ordain married men, so I wouldnt read too much into it.
In Hungary, Ukraine, part of Popland etc almost all the Estern Catholic clergy is married, in Hungary no one is elegieble to be bishop. Since 1927 the Apostolic See requires the coelibatus outside their original areas, w/o any allowed case by case rule (afaik married and ordained priest are allowed to operate in case by case basis).
The importance is, that the problem for reason unknown to me remained unresolved, a small door is open. The door is small, priest who were ordained in the Roman rite and live invalid marriage can not convert to be Anglicans an operate as clergy.
