Can someone tel me what qualificatons a Independent Traditional Catholic Priest needs to have. Of course it is not possible for them to approval from the Bishop whose diocese they serve the Mass in because many of the Bishops do not want them here. Isn't that why they became an independent priest in the first place? It would seem to me that they only need be ordained.

A book which may shed light on this subject is Priest, Where is Thy Mass..., published by Angelus.

I believe the full name of the book is Priest where is thy Mass, Mass where is thy Priest?.

First and above all, his sacerdotal qualifications:  he must be validly ordained, and if asked about his ordination, he presents his credentials with alacrity.
 
A priest cannot just open shop and start his own mission chapel.  There has to be a good reason for this kind of action -- a true state of necessity must exist, where the local NO diocese/parish is wallowing in ignorance of its purpose (the salvation of souls) and steeped in modernism.  It is in this case that he has valid priestly faculties -- confession, saying the Mass and confecting the Eucharist, marrying couples, etc.  

However, if there is in this diocese/parish another mission chapel (e.g., SSPX, CMRI) or the Indult orders (FSSP, ICK), then, in my opinion, this independent priest has no faculties.  I would not go to confession to him or hear his Mass, unless it's an emergency and I or somebody I know is near death.
