Contact the language department, and the Comparative Lit professor.  They were both interested in helping since we were willing to promote the greater use of LATIN in the mass--both old mass, and new.  We set up a campus organization so that we could take advantage of everything that the University offered to organizations.

Funny, we never got any additional Latin in the new masses, but the professors had their students attend the TLM to get the experience, (we made sure to have Gregorian Chant on the weeks that the students were scheduled to attend) and some continued coming to the mass (abandoning the Catholic student center mass) and a few others ended up converting.

Of course, we already had a TLM in place, but there was a restriction on "promoting" it that we were trying to get around at the time.  

But you have priests who may be willing to offer the mass for you, so you may be able to use this idea.

If that is what the Uni requires.  Ours (the society Marty refers to) decided on a name, designed a brochure that was pleasing to the eye and in content (prayerful, loyal etc.) THEN we went to our Mons. and introduced the 'Society' to him and told him what we required from him.  We asked for a mass every day and twice on Sunday and we asked him to say it ! He refused the offer stating that he was ordained in the traditional rite but that he had embraced the 'change' and was not going 'back' !!  Ask for heaps and you may get something. Presume that Fr. Bozo WILL say the Mass for you. Let him knock you back then ask him to invite a priest in who will.  Approach this venture with nervous resignation and you will get nothing.
Mons. offered us the use of his smaller chapel as headquarters, expressed concerns at 'division' in his parish so suggested that we start off in a very small way first to 'see how it all goes'. Mons. also offered to talk to the Bishop who gave us 'permission'  to one Mass a month, mid week and it must be a priest of the diocese (there is our biggest problem) It is the first time this bishopo has acknowledged the Traditional Latin Mass in this diocese.   Lousey I know but it is a beginning on which to grow.
We have been nagging him for years and through the formation of the society he finally gave in.
 Marty then set up a blog page and sent the link to it to every priest in the diocese (can't accuse us of being divisive - we're happy to share with everyone)  This resulted in the local ABC radio hearing about it and interviewing Marty about the 'Mass'  on prime time 'talk-back' radio.  They presumed it was up and running.  This was a great way to get the word out and condition the resistant militant modernists that "traditionalists are coming their way soon"  
We certainly did not get permission from the bishop.  We didn't need it and he certainly would not have given it but cannot stop the society from existing.
I fear that if you contact your Bishop first you will be stopped.  Don't give them any more power especially false power that they do not have.
The Church allows for it's people to form associations for the propogation of the Faith.
What ever you do present yourself well with presumptious optimism.  'They' fear then that you know more than them (which you do)

I highly doubt the Neumann Center crowd would allow the Mass.

I hear this kind of generalization a lot, but I disagree. The University of Pittsburgh and Carnegie Mellon University Neumann Centers are both almost entirely traditionalist. Those who are not at least attend the Traditional Mass regularly.
