No, it has a double meaning.  It definitely means what you just described, but it's also a reference to the neo-swing movement of the late '90s.

That's probably true about the Squirrel Nut Zippers and Cherry Poppin' Daddies, but Brian Setzer and Royal Crown Revue are still cool, at least.

My friends and I used to go to this place called the Willowbrook Ballroom which had live swing and dancing.  I'm just an okay dancer, but it was fun anyway.  I  did not like being flipped upsidedown though.

What do you know?  You're off in Kansas City, which is basically Nowheresville, USA.  It's not like there would be a whole lot of cool people there for you to even know what's cool and what isn't.
