Inexpensive ones, and trad if possible.

Going to be given to a 2.5yo, so they need to be sturdy.

Would like a WIDE variety of them.

Here's a set of 36.

You could also buy regular sets for much cheaper and laminate them yourself. However, it may just even out to about the same cost. If you found some vintage/old/antique ones, those would be neat laminated and protected.

ALL I could find was buying individual one at $1+ each, and knew someone had to sell a set.

I'm one of those clueless single guys who's never so much as had coffee with a baby or been downwind of a dirty diaper, but holy cards (even fisher-priced ones) seem to me inappropriate gifts for a two year old. There I said it.

Why not a picture book or something with stickers? I think holy cards would be excellent for pre-school aged children; you could buy two or more of each Saint and play variations of Memory Match.

For many 2 year olds holy cards would be inappropriate I'm sure.

But my daughter loves them. I have a few laminated ones, and she loves to sit quietly and go through them, and we talk about the saint shown on them. She is gifted/high IQ though, so she isn't your typical 2.5 year old.

Her favorite is Bl. Kateri.
