Does your priest say both the TLM and the NO?  If he does, does he enforce kneeling and receiving on the tongue at the TLM, but allows Communion in the hand and EEMs at the NO?

Our priest is probably the only priest who did not give Communion in the Hand and encouraged kneeling the rail way before he started saying the weekly traditional Mass at our parish.  He also does not do the kiss of peace at the NO Mass.

Yes

Communion only kneeling and on tongue for TLM

Communion mostly kneeling and on tongue but also standing and to hand for those who request (they stay at the middle of the aile between the pews) for the New Mass

This is the law for the New Mass, and good priest want the unity observing the law.

When in Rome, do as you done in Milledgeville.

The former-indult TLM parish I go to is provided for entirely by diocesan priests who give part of their Sunday to us, so I would assume that they must also at times say the NO. However, I've never been to any NO Mass said by any of them, so I wouldn't know what their practices are there. I would hope that, since they see the importance of Tradition, they do all that is in their power to see that it is observed to the greatest extent possible wherever they preside at Mass. But again, I have no proof.

The more they celebrate the TLM, the more they begin to strongly dislike things like Altar girls and Communion in the hand.

1) Yes

2) Yes

3) The norm is kneeling and on the tongue, but a very small minority receive standing and in the hand.

The use of EMHCs is very rare, including all the Sunday NO Masses at the parish. Usually other priests are called from the rectory to help.

The more they celebrate the TLM, the more they begin to strongly dislike things like Altar girls and Communion in the hand.

Our parish does not use altar girls either. But this was the practice even pre-TLM, I believe.
