Has the Ceremoniale Episcoporum (pre-concilar, of course) ever been translated into English, and if so, under what title?

Dear PeteC,

No, it was never translated into English before the Council.

There is an excellent French-language commentary on it though:  Commentaire du Caeremoniale Episcoporum by former papal master of ceremonies, Msgr. Leon Gromier.  However, this book is practically impossible to obtain secondhand.

If you are interested in a comb-bound copy (http://www.romanitaspress.com/comb_bound_reproductions.htm), I can print one up for you for a comparative fee.

God bless.

Thank you, RP. I have the volumes of Msgr. Gromier's commentary but I was looking on behalf of a priest friend of mine.
