I could be wrong but I remember Cardinal Bertone  said she said it had been done, not S. Lucia.

Actually you may be right.
Michael Jacksons Father was a devout Catholic and when Sr Lucia died he made his son pretend to die and go incognito to the Vatican dressed as Cardinal Oddi and persuade the Holy Father to start the Consecration,
 or so I read on the "Bayside Miracles: webpage..

House arrest doesn't mean she has to say the Consecration has been done, however.  Did she also say the Third Secret revealed by Rome was the correct one?

The one in house arrest was the fake Lucia... therefore she was quietly in favor of the fake secret written by Ratzinger.
