Probably because its "cruel," or something along those lines.  It's alot more humane and quick than bow hunting, where the deer is likely to travel a long distance(for wounded deer) bleeding to death.

^This however, in spear hunting you also throw the spear and typically the animal runs off and you follow the blood trail.

Spear hunting is illegal in most states due to the fact that the respective state wildlife departments would have a difficult time regulating it, as well as insuring that those applying for spear-hunting permits are qualified to do so. I imagine that there is a dearth of qualified spear-hunting instructors too.  LOL

I seem to recall a story my wife and in-laws told me about a French cousin of theirs hunting boar with a spear.  Perhaps it's legal in France?

more control control control... Eye-roll man has been useing spears as far back as recorded time can show. Now some state bureaucrat has to make sure spear hunting isnt getting out of hand...sad Eye-roll

I was watching TOP-SHOT season 2 and they had Blow Darts in one of the events. Seems like a great way to do some small game hunting.
