To put it quite simply: Sometimes skirts are more modest, sometimes pants. Skirts are not intrinsically more modest than pants, because, as all the guys can attest to, they can be worn in an extremely immodest manner, while pants can be worn modestly.
Men can be tempted to anything. Which is why we must avert the eyes, and pray when the temptation comes. Ladies need to try to limit temptations for us, but they don't need to dress like Moslems in Saudi Arabia. We must exercise some control.
I understand the philosophical argument of why women shouldn't wear pants in principle, but the times have changed. For better or worse, many social conventions went out the window in the 60's. In short, wear pants modestly, wear skirts and dresses modestly.
A similar case exists for us men. I have read trad blogs and secular sites such as "Art of Manliness" that promotes a more frequent use of formal attire. I agree, and am making my closet a bit more formal -- sweaters instead of sports jackets and hoodies, polos instead of white tees. But although I tend to agree with the philosophical argument behind it as well as the desire to be countercultural, I could never dress like Dr. Droleskey on a daily basis (shirt and tie everywhere, even around the house.) Economic reasons aside, it's quite frankly uncomfortable to dress like that, to "trip" on getting my clothes dirty, ironing, etc.
Dress according to what is at hand. Mass, casual excursions, relaxing at home, all have appropriate dress codes for the situation.

Well I do apologize if my candor and insight into how men can think when they are not constantly distracted by the world upset you. I like to be direct, and that doesn't translate well to message boards where I need to write more in order to not sound so abrupt.
Don't get me wrong though, I was not actively "creeping" or "thinking" about anything. I gave you an example of what flashes in a good man's imagination in a instant that then needs to be put out. You're "it doesn't show skin, it can't be bad" argument does not work as I already mentioned spandex. Also, you see now a days women actually painting themselves and going out into public. They painted on clothes, you can't see their skin, you see paint. Still not modest. Skirt length that when a woman sits down it is now above the knee and able to "look down" are the bad things I'm talking about. Some women act like these things don't exist and it's perfectly fine to dress how they want. I am just providing an example (and there are many others, I just speak up) so you don't mistakenly think you are ok in whatever. The marketing phrase is "Sex Sells." They put a woman dressed immodestly with some beer, men want to buy it cause they are thinking about how that women appears naked subconsciously. Those men didn't actually see that woman naked, but it's the imagination that gets them in trouble for harboring those thoughts. It's that woman's fault for dressing that way and bringing out the near temptation for sin. I only mention this stuff out of charity so women are aware and it all isn't just brushed under the rug.

He's creating a bad example. He needs to be condemned.
You are being harsh and unreasonable and you need to be instructed. Your reaction to Protrident's posts comes across as a hostile over-reaction. This is the sort of thing that leads to so many men here making negative comments about you. For the record, I would not wear dresses like that nor encourage my daughters to do so. There is more to modesty than covering skin.
