I'm sure that the organisers will present it to the appropriate Dicastery of the Curia, which will let him know about it.

I'm sure that the organisers will present it to the appropriate Dicastery of the Curia, which will let him know about it.
You just never know. It might go to the USCCB.

How likely is it that the then-Prefect of the CDF was -- and eight years later, as Supreme Pontiff, remains -- unaware of this Instruction?  How likely is it that he's completely unaware of all of the abuses going on, given his extensive travel, or that no one in the Vatican is aware of them, or that someone is and is yet somehow physically unable to tell him?  How likely is it that the Holy Father himself, given his extensive knowledge of Sacred Theology, is unaware of the possible abuses which could occur, given nearly-worldwide permission of "communion in the hand"?

Attempting to outlaw CITH would be one of the most foolish moves Benedict could make.  95+% of the world's bishops and priests would simply ignore him, thus exposing how truly powerless he is as ruler of the Church.

That's why it will never happen.
