Unless he got promoted to Corporal, Specialist is not the rank of an NCO.

Correct. I just have a collection of swords. Getting promoted to Corporal is rather unusual these days.

It's downright rare.

It's downright cruel! I served as a CPL in recruiting (DA select to Southern California BN- Hemet Station).

I was happy to make SGT more to get rid of the useless 2 stripes than to make SGT. Refused to go to the board while on recruiting as it would have extended my tour an extra year. I'd have rather been busted to private and sent back to the line than an extra year in that hell.
