But isn't the deadline supposed to be at 10:00pm (PST or EST)

Originally I had said I'd make it around noon CST, but since the forum crashed the day I was going to start it, I extended the round to the end of Sunday.   Since I didn't specify a time zone, people are using that to their advantage.  Next round will have a definite deadline.
